Yes, you can explain a longer, more complex idea when you are speaking, but in general, experts advise keeping your voicemail around 40 seconds. Keep your introduction concise and to the point. State who you are, why you are randomly contacting someone, and then hang up. The longer version can wait until you can convince your connection to meet in person.
